. MEMORANDUM AND ORDER On January 9, 1975, the Atomic Energy Commission's Acting Director of Licensing published in the Federal Recister (40 Fcd.

Reg. 1766) an " Order for Modification of License" in the subject proceeding, noting that persons affected by the order could request a hearing within thirty days af ter publication of the order.

On January 31, 1975, a petition was received from the.

York Committee for a Safe Environment, Citizens for a Safe Environment and the Environmental Coalition on Nuclear Power, requesting intervention and a hearing on the orde,r.

, Atomic Safety and Licensing Boards have been delegated authority to rule on petitions for intervention and requests for hearing in various types of proceedings.

In line with this delegation, we hereby authorize a Licensing Board, to be designated.by the Chairman of the Licensing Board

Panel, to rule on the instant request, and to conduct any hear-ings which may ensue (42 U.S.C. a 2241).

It is so ORDERED.
