MOTI0il FOR SCHEDb1_ING The Regulatory Staff of the Atomic Energy Comission, hereby moves e
that the following schedule be adopted in this proceeding:
1.
Each party who sponsors a witness shall present written testimony to the Atomic Safety and Licensing Board and the other parties by October 29, 1973, on the s' abject matter to which the witness will address himself.

The hearing shall cocmence on November 5,1973, in Harrisburg, Pennsylvania and shall continue through November 9, 1973.
Said hearing shall be held from 9:30 a.m. to 5 p.m. on the aforementioned days.

If additional time is required i~ completion of th e
hearing, a date will be established which is mutuall y
convenient to the Board and to all parties.

The contentions admitted into controversy by the Bo ard will be considered seriatim and witnesses will appear

in the followin.g order for each contention:
(a) witnesses sponsored by the Applicant (b) witnesses sponsored by the AEC Regulatory Staff (c) witnesses sponsored by the Intervenors DISCUSSION 1.
There are three issues in this proceeding which hav e not; been resolved to the satisfaction of the Regulat ory Staff at this time.
They involve (a) possible tendon bearing plate depression into concrete which relates to revis d e
contention 9 and the cost benefit analysis in revised j
contention 10 insofar as costs of any modifications need tobeconsidered,(b) further analysis of fuel densifi-
. cation which relates to revised contention 1 and (c) various aspects of the emergency plan which r l t e a es to revised contentien 4.

The Regulatory Staff currently expects to issue a Supplement to the Safety Evaluation Report during the second week in October.
3.
We believe that all parties should as a matter of fundamental fairness be given a minimum of three weeks to review the Supplement to the Safety Evaluation Report and prepare testimony relating to the matters in controversy.
Our proposed schedule so provides.

This schedule is contingent upon timely receipt of necessa documentation by the Regulatory Staff and satisfactory resolution of the issues prior to issuance of the Supplement.
