Dear Dr. Morris:

Enclosed please find fifty (50) copies of a si n ry report entitled " Report on Containment Build'ing Ring Girder Construction and Repair". This report was prepared as a result of a meeting on this subject held with members of your staff on November 3,1971.

The report describes an unsatisfactory condition that resulted during fabrication of the Containment Building ring girder for Unit 1 of the Three Mile Island Nuclear Station. It also sets forth the corrective action that is being taken and presents an analysis that shows that the final installation will meet the original design criteria for the ring girder.

It should be noted that there have been two changes in the program that was described during the November 3rd meeting. They are:

1. The application of an acceptance criteria for partially da= aged reinforcing bar (see Section

1. 4.01.2 of the report) .

2. The possible use of a butt welding technique for reinforcing bar replacement (see Sec/Jon

1. 4.02.2 of the report).

As indicated in the report, the repair process is underway.

However, the pouring of replacement concrete, which could bury repaired reinforcing bars and cor"luit, will not begin before December 15, 1971.
