Dear Mr. Schwencer:

Subject:

THREE MILE ISLAND NUCLEAR STATION UNIT #1 DOCKET NO. 50-289 In your letter of February 5,1974 you indicated that our proposed Inservice Tendon Surveillance Program as written in Section 4.4.2.1 of the Technical Specification was not acceptable. Your letter also stated that our tendon surveillance program should be at least equivalent to the pro-gram proposal in Regulatory Guide 1.35.

Our initial response to your request to change our program to corres-pond to Regulatory Guide 1.35 was to take issue with this request. How-ever, further investigation and frequent telephone conversations with members of the AEC's staff, have convinced us that compliance with the guide is possible. The contents of a proposed Technical Specification have been discussed with Mr. Bernero of your staff and will be incorpor-ated in the final Technical Specifications issued by the commission.

Very truly yours, J. G. Miller s
