Dear Mr. Lear:
This is to acknowledge receipt of five copies of the draft Babcock & Wilecx (B&W) Standard Technical Specifications (STS) and your forwarding letter of January 9,1975 As indicated during our meeting of December 11, 197k, Metropolitan Edison Company will review and comment on the STS based upon the experience gained to date in the start-up testing and operation of Three Mile Island Unit 1.
It is our understanding that subsequent utilization of the SIS for the TMI Unit 1 operating license vill only take place after appropriate dis-cussions concerning specific provisions to tailor the STS fer T'C Unit 1 and development of implementation schedules. Further, it is our understand-ing that the AEC's intent is for the Technical Specifications for TMI Unit 2 to be the same as the Technical Specifications for TMI Unit 1.
Since we only received the updated copies of the STS draft on January 15, it may be difficult to hold to your suggested schedule for review. Although we have not looked at the STS in any detail, so that the magnitude of the review effort is not defined, our initial reaction is that we should be able to come close to the time frames which your schedule sets forth.
We shall endeavor to neet the target of February 2h,1975, for the first-round comments and questions on Sections 1.0, 2.1 and 2.2, and vill inform you if at any time it appears that this cannot be achieved.
