g Docket No. 50-289 Operating License No. DPR-50 We have determined that our submittal of July 9,1975, regarding the Commission's December 27, 1974, Order for Modification of License is in error in one area, and may be somewhat confusing in another area. " Break Spectrum and Partial-Loop Operation" In the section of our submittal entitled " Break Spectrum and Partial-Loop Operation" the analysis for partial pump operation referred to has not been completed and the entire paragraph will be superseded by a subsequent submittal. Analysis utilizing ECCS final acceptance criteria was not completed at the time of our July 9,1975, submittal because of the relatively late date (May 1975) that we became aware that such an analysis was required by the NRC staff. The Technical Specifications limits for power versus rod withdrawal for partial pump operation now being utilized are still based on minimum shut-down margin and ejected rod worth criteria. We have been assured by our NSSS vendor representatives that additional, very costly blyses can show that the minimum shutdown margin and ejected rod worth criteria are still limiting, and that the present Technical Specifications limits for power versus rod withdrawal for partial pump operation are still valid. The alternative which we are pursuing with B&W is to show that utilizing very conservative assumptions relative to ECCS criteria that the peak cladding temperatures would be significantly lower for partial pump operation than for four puup operation. Because of the additional conservatism being utilized for this analysis, this alternative approach may result in changes to the present rod withdrawal versus power limits for partial pump operation. Analysis using this alternative for partial pump operation should be completed by July 23, 1975, and will be submitted to you no later than 1 6 7774
+ 6 P August 8,1975, with our proposed Technical Specification change request. Containment Pressure The section of our submittal entitled " Containment Pressure" may be somewhat confusing. In this regard please be informed that: a. analyses have been conducted utilizing TMI-l specific heat sink data b. the results of these analyses show that TMI-l containment pressures are more conservative (i.e. higher) than those derived from the generic ECCS model, and c. a revised Part 5 (Containment Pressure) and revised Attachment 2 for our July 9,1975 submittal will be submitted to you no later than August 8,1975 to further eliminat e any confusion that may still exist in this subject area.
