Docket No. 50-289 In ec=pliance with our Three Mile Island Nuclear Station (T'II-11 Environmental Technical Specifications Sectica 5.6.2.4 (Item #':, cen-cerning changes made in, or proposed for Permits and/or Licenses),
we forwarded you a letter, dated January 14, 1977 (attached for your reference) which included all those licenses and permits which are required by Federal, State, Local and Regional authorities for the protection of the envirctment.
In that letter we indicated which of these permits were either being applied for, or which were under revision.
'de direct your attention to ite: #5 of that letter, which references cur application for an Industrial '4aste Permit. We have recently been granted that permit (r4P # 2276209), and enclose it for your information, as required by the above-referenced TMI-l Environmental Technical Specifica-tions.
We also have recently applied to the Pennsylvania Dept, cf Envircrrental Resources for Amendments to Industrial '4aste Permits #227020h and #22762C9, and to the United States Environmental Protective Agency,for Amendments to NPOES permit #C009920, to allev the use of NALCO hl-L as a corrcsicn inhibiter at TT.
In accordance with the above referenced Environmental Technical Specifications, enclosed please find our applications for those permit amendments and the letter of approval which we have received frc=
the PAJER. The EPA has not, as yet, respcnded to our amendment request.
As NALCO hl-L is proposed for use in closed systems, and vill be implemented only upcn the approval of the appropriate regulating agencies, it is cur estination that the environmental inpact, asscciated with the use of NALCO hl-L in the closed ecoling systems at 24I, vill be negligible. This determination is based en the fact that any leakage vill be treated by a low-volume, Ncn-Radicactive Waste Treatment Facility, which has the capacity for reducing pollutants to levels which meet bcth EPA and DER limitations.

permits and certificates required by Federal, State, Local and Regicnal authcrities fcr the prctection of the environment...", includes Only our Industrial Wastes and NPDES permits. If our interpretation of this Environmental Technical Specification is in errcr, please provide us with a listing of these permits to which the quotation indicated above applies.
