L The third meeting of the Advisory Commaittee on Standardized Environmental f
Technical Specifications (SETS) is scheduled for 1:30 P.M. on Thursday, November 11, 1976, in Room 6507 of the Maryland National Bank Building.
The primary purposes of the meeting are to review the draft Three Mils Island {TEI) ETS sad to consider the best means of developing the generic SETS.

The cosments provided by the Committee at that time on the dra (Attmehmant 1). You will find, for exampla that a separate " procedures manual" is attached to the ETS which breaks out specific sampling stations, analyrie=1 techniques, and other detailed sampling proceduras.
Our purpose in separat19g this information from the body of the ETS is to permit modifications to certain site-specific aspects of the field programs without requiring a formal change to the ETS. In effect, the ETS would refer to' the procedures m:unal where appropriate and would require NRC approval for any changes to the procedures described in the manual.
You will also note that the " Objectives" portion of the ETS has been deleted to be consistent with the safety tech spec format and that i
information incorporated into the " Basis". discussion. Furthermore,
, specific FES references are incorporated into the ETS; " Action" instructions have been added as a separate category where feasible; reporting requirements appear in a general section rather than as part of each ETS; and a list of definitions has been included; as recommended by the Cosmittee.
John Bachan== of Standards Development has requested cognizant members of the Regulatory Guide 4.8 project to comment on the acceptability of format changes to Regulatory Guide 4.8 that have been reco==andad by this Committee. A report on their comments will be presented at the nest mee*ine.
