Plant River '4ater Discharge Dissolved Solids Concentration in Excess of the Limits Defined by the Environmental Technical Specifications Type : A reportable cccurrence as defined by Environmental Technical Specification 5.6.2.c in that the plant river water discharge dissolved solids concentration exceeded the limiting condition for operation defined by Enviren= ental Technical Specification 2.2.2.a.

Description of Occurrence:
Upon analysis of the river water discharge at approximately 1100 hours0.0127 days <br />0.306 hours <br />0.00182 weeks <br />4.1855e-4 months <br /> on October 12, 1976, the dissolved solids concentration was found to be 772 pp=, in violation of the Environmental Technical Specificatiens' 700 pp= limit. Reanalysis indicated 735 pp= dissolved solids concentra-tion. The sa=ple was taken the same day at 0620 hours0.00718 days <br />0.172 hours <br />0.00103 weeks <br />2.3591e-4 months <br />, concurrent with the normal discharge of water frc= the Waste Neutralizing Tank. The release of 51,790 gallons of water occurred over a four (h) hour period frc= Oh30 hears to 0830 hours0.00961 days <br />0.231 hours <br />0.00137 weeks <br />3.15815e-4 months <br />.
7 Designation of Apparent Cause of Occurrence:
It is not precisely kncvn what caused the incident; however, it is believed that either the Neutralizing Tank discharge valve may have opened more than the required position or the sa=ple collected at the discharge was not truly representative. During the discharge, the valve position was personally verified by the Shift Foreman to be in its correct position; however, it is remotely possible, that a spurious control problem could have opened the valve further, but this can neither be confirmed nor absolutely disproved. Additionally, the sampling technique was investigated to determine the possibility of collecting a misrepresentative sa=ple.
Nothing conclusive suggested a bad sample.

Analysis of Occurrence:
It has been determined that this occurrence did not constitute a threat to the health and safety of the public nor did it have any adverse impact en the environment in that the 700 pp= limit was exceeded by only a minor a=ount and over a relatively short period of time.
If the sample was truly representative, then the time period during which the dissolved solids concentration was greater than the 700 pp= limit is believed to be less than two (2) hours.
9 Corrective Action:
The '4aste Neutralizing Tank discharge valve has had a mechanical stop installed so that it cannot physically cpen beycnd the required position.
