Dear Mr. Proctor:
As we discussed in our telephone conversation recently, your services as a consultant to the AEC regulatory staff will now come under the direction of the Office of the Director, Division of Reactor Standards.
In this regard, all other arrangements you have with the regulatory staff and with the Division of Reactor Development and Terinology in regard to these arrange-ments vill rammin, for L resent, unchanged.
A copy of Metropolitan Edison Company's Application Amendment No.12 dated March 2,1970 is enclosed for your information.
AmanA= ant No.12 consists of a set of Volumes 1, 2, 3, and 4 of the Final Safety Analysis Report concerning the Three Mile Island Nuclear Station Unit 1 being constructed on the coctpany's site in Dauphin County, Pennsylvania.
Contained in Volume 2 of the FSAR is Appendix SA, "Sucmary of Aircraf t Impact Design" which includes the procedures used in determining dynamic load factors, concrete spalling, missile penetration factors, and structural responses for the contain-ment and other structures. Please provide your comments on the adequacy of Appendix SA.
Our schedule assumes a prelimi-nary report, and questions if any, from you by June 30, 1970.
