Dear Dr. Newmark:

Nathan M. Newmark Consulting Engineering Services is hereby requested to perform a review of the design of structures, systems, and compo-nents important to safety of the Metropolitan Edison Company's Three Mile Island Nuclear Station Unit 1 within the following scope:

1.

Perform a general review of the seismic design and analyses for Class I structures, systems, and components to determine if the specified seismic design criteria have been properly implemented.

2.

Perform a review of the following specific areas related to the seismic design and analyses of Class 1 structures, systems, and components to determine:

(a)

The adequacy of proposed time histories to represent the response spectra specified for the site.

(b)

The adequacy of the seismic systen, dynamic and static analyses used, including the manner of handling soil-structure interaction and coupled horizontal and vertical motions in these analyses.

(c)

The suitability of the specified damping factors and the distribution of damping, on an individual mode basis, when related to the design of multidegree-of-freedom systems, taking into account the influence of design stress levels under the various design loading combinations (normal and faulted conditions).

(d)

The adequacy of the specified limits of allowable design stresses as applied to the various construction materials of the Class I structures, under design loading combina-tions which include seismic loading.

Th a applicability of the seismic design methods used by the applicant in the design of the reactor vessel-support structure-foundation system.

Perform a review of the design criteria and methods of analysis related to the adequacy of Class I structures to withstand aircraf t impact.

4.

Prepare and furnish separate reports as follows:

(a)

" Seismic Design Consultant Report for Three Mile Island Nuclear Station Unit 1," containing a summary of the con-clusion* reached from the review of the final design within the scope of 1 and 2 above; (b)

" Aircraft Impact Design Consultant Report for Three Mile Island Nuclear Station Unit 1," containing a summary of the conclusions reached from the review of final design within the scope of 3 above; taking into account (a) the information submitted by the applicant, (b) discussions held with AEC regulatory staff, and (c) AEC meetings with the applicant and its contractors in which you n:ay have par-ticipated.

5.

Prepare and furnish in separate reports, discussions of the sumanary conclusions in 4(a) and 4(b) above and their bases.

6.

Perform a site visit, if requested, of completed Class I structures, systems, and components, where specific problems of design adequacy within the scope of 1, 2, and 3 above can be resolved by inspection.

7.

Participate, if required as an expert witness, within the scope of 1, 2, and 3 above, in the event of a public hearing on the facility.

Your initial review of the FSAR volum should include the identification of areas of concern and areas requiring additional information, within the scope of 1, 2, and 3 above. Please advise us, at the earliest date (but no later than July 1,1970), cf the results of this initial review and any additional information needed so that we may add your information requests, as appropriate, to the AEC supplemental information requests prior to their transmittal to the applicant.

All corraspondence and reports as may be required to comply with this Work Directive shall be addressed to Mr. Edson G. Case, Director, Division of Reactor Standards, U.S. Atomic Energy Cousaission, Washington, D.C.
