Operating License No. DPR-50 Docket No. 50-289 This letter is with regard to TMI-l Technical Specification Change Request (T.S.C.R.) No. 9 - which change concerns revisions to the TMI-l Power vs.
Rod Withdrawal Limit Curves based on additional ejected rod worth analyses-and serves to 1.
state our understanding ut the status of the subject change request, and 2.
based on our understanding, stat;e our present intentions regarding the continued operation of TMI-1.
With regard to item number 1., based on conversations that our Messrs.
Lawyer and Grace have had with your E. Jaffe and Dr. Eridges, it is our understanding that at this time your office has no further unresolved concerns regarding the technical adequacy of the change request; anticipates being able to act favorably on the subject change request; and anticipates being able to issue the change request as an amendment to our operating licenso as soon as possible after June 4,1975.
With regard to item number 2., in light of (a) our understanding as expressed above and (b) the f act that we presently anticipate completing the currently in process maintenance / control rod interchange outage by June 5,1975, please be informed that we currently intend to 1.
commence heat-up of the prima y system sometime on or af ter June 5,1975, 2.
following heat-up, conduct zero power physics tests, part 1539 167 j_ - n 61/7
.h of which will encompass ejected rod worth measurements to further verify the adequacy of the subject Power vs.
Rod Withdrawal Limit curves (ref: TMI-1 T.S.C.R. No. 9) 3.
provided the ejected rod worth measurements fall within an acceptable range of values, conduct the remainder of the routine p.hysics testing (note: the physics testing of items
- 2. and 3. is expected to last a total of five or six days) 4.
following completion of the routine physics testing, proceed with normal full power operations, and 5.
conduct all operations above within the most restrictive of both the existing Technical Specification Power vs. Rod Withdrawal limits and those proposed in T.S.C.R. No. 9 so as to meet the intended requirements of Technical Specification 3.5.2.5 and thereby ensure meeting the ejected rod worth limits of Technical Specification 3.5.2.3.
We trust that with this submittal we have adequately communicated our undar-standing of the status of IMI-1 T.S.C.R. No. 9, and our intentions re-garding the continued operation of TMI-1.
