D/ / Q g t cof-Three Mile Island Nuclear tation Unit 1 Docket No. 50-289 Operating Licence No. DPR-50 Technical Specification Change Request No.11 Attached are three signed originals and thirty-seven copies of Technical Specification Change Request No.11, requesting amendment to Appendix A of Operating License No. DPR-50. As a part of this request, proposed replacement pages for Appendix A are attached.
Also attached is one signed copy of a certificate of service of Technical Specification Change Request No.11 to the chief executives of the township and county in which the facility is located.
Please note that part of the enclosed change request serves to alter the Tendon Surveillance program requirements so as to change some of the specific tendons to be tested. This change is necessary in that it has been discovered that some of the tendons originally scheduled for surveil-lance testing are inaccessible to our testing equipment, and to test them could require extreme, inappropriate measures such as chipping of concrete.
Further, please be advised that:
- a. the next Tendon Surveillance Inspection is currently scheduled to begin June 10, 1975, and it is anticipated that it will last for 8 to 9 weeks,
- b. for reasons as stated in the enclosed change request, this change has been determined to not constitute an unreviewed safety question,
- c. due to the previously referenced inaccessibility of some of the tendons, our current intentions are to perform the inspection in accordance with the requirements of the enclosed change request, and
- d. in light of a. b. and c. above, it is therefore requested that the Nuclear Regulatory Commission act on this request by June 4,1975.
