The purpose of the meeting was to discuss a proposed permanent solution to the small break problem.
The proposed solution to the small break problem consisted of (1) opening the cross over valve, (2) powering the motor operated injection valves from either division through a manual actuated (from the control rooms) transfer switch (attachment 2).
Conclusion The staff advised that the proposed solution was not acceptable as a permanent solution because (1) operator action was required within 10 minutes of the break and (2) of a single failure at the transfer switch.
However, the proposed solution could be acceptable as an interim solution until the pennanent solution was accepted if the single failure could be eliminated.
