EES Review Complete Under Environmental Technical Specification 5.6.4.2, the licensee is required to notify NRC of changes or requests for changes to all those licenses and permits which are required by Federal, State, lool and regional authorities for the protection of the environment. This memorandum responds to several submittals by the licensee which you requested us to review under TAC !!o.
6S46. Our specific coments are contained in Enclosure 1.
Except for Item fln. 4 of Enclosure 1, we had no probleas with the licensee's submittals.
Item No. 4 deals with the licensee's understanding of Specifi-cation 5.6.2.4 which may not be entirely correct. l!e suggest that the clari-fication presented in Enclosure 1, Item No. 4, be transmitted to the licensec.

Application to Pennsylvania Department of Environmental Resources for Industrial Waste Permit. Metropolitan Edison letter to; Pennsylvania Department for Environmental Resources dated December 23, 1976.
I The application for the permit or operation of the waste treatment facility under the permit will not interfer with or conflict with the ETS and will not change findings of the FES.
Therefore, we have no conments or problems concerning it.

The scale of construction of this facility is small compared to the scale of construction that has been done on the entire site, and as significant impact has not occurred as a result of construction for the entire site, sipifinnt ir.?act will not occur because of building this facility.

Interpretation of Specification 5.6.2.4.
Metropolitan Edison letter to NRC dated April 19, 1977.
In the April 19, 1977 letter, the licensee stated:
"Please note that our understanding of TMI-1 Environmental Technical Specifications Section 5.6.2.4 (Item #2) is such that; ' permits and certificates re-quired by Federal, State, Local and Regional authorities for the pro-tection of the environment'...., includes only our Industrial Wastes and NPDES permits." The specification is meant to apply to all permits that are in effect, or may become effective in the future, issued by

said authorities for the purpose of regulating environmental impact.
The licensee's interpretation is correct if, at the present time, these two permits are the only relevant ones; should, however, there be other relevant ones, or in the future other permits become applicable, the specification is meant to apply.
5.
Request to allow use of NALC0 41-L as a corrosion inhibitor in the secondary services closed cooling system. Metropolitan Edison letters to NRC dated April 19,1977, June 13,1977, June 16,1977 and July 1, 1977.
NALC0 41-L is to be used only in a closed system shere_leakig~e is small- ~
~
and,if leakage occurs, it will be treated prior to discharge.
Such re-j leases are not likely candidates for significant environmental impacts as releases will be non-routine and in small amounts.

Request to allow maaimum total suspended solids (TSS) concentration of 100 ppm in effluent versus present limit of 60 ppm. Met. Ed. letter to NRC dated June 20, 1977.
The proposed limit will still be well within the effluent concentration described in the FES and limited by the ETS.
