Three Mile Island Nuclear Station Unit 1 Docket No. 50-289 License No. DPR - 50 Technical Specification Change Request No. 32 Attached are three signed originals (thirty-seven conformed copies sent separately) of Technical Specification Change Request No. 32, reques ting amendment to Appendix A of Operating License No. DPR-50. As a part of this request, proposed replacement pages for Appendix A are also attached.
Also attached is one signed copy of a Certificate of Service of Technical Specification Change Request No. 32 to the chief executives of the township and county in which the facility is located.
Since TMI-l must be operated during Cycle 2 with the Reactor Vessel surveillance Capsules removed and 10CFRSC Appendix H appears to anticipate the continual presence of these Capsules in the vicinity of the core, an exemption to Appendix H paragraph II.C.2 is necessary. In this regard an exemption to Appendix H has been requested separately. It is, however, our understanding that you desire that Technical Specifications address the fact that the Surveillance Capsules are not to be installed for Cycle 2 operation but must be re-installed prior to Cycle 3 operation.
In addition, we are taking this opportunity to revise our surveillance capsule withdrawal times to conform to the schedule specified in Appendix H paragraph II.C.3.C, which applies to our vessel, and to clarify other requirements.
