DPR-50 Decket :!o. 50-239 The purpose of this letter is to inform your office of a situation which could be considered as not having met the requirements of TMI-1 Technical Specification L.h.2.1. " Inservice Tenden Surveillance Program".

Mcre specifically, please be advisea tl.c.t (a) because the Structural Integrity Test was completed on March 10, 197h, we censider the latest required completion date for tae current Inservice Tendon Surveillance Program to be September 10, 1977 (i.e., three years from March 10, 197h, plus an alleved 25", variance),

and (b) we currently anticipate ecmpleting the surveillance program by October 7, 1977 There are several factors which have caused the contracter delays in ecmpleting the surveillance censisting primarily of (a) difficulty in securing an additional ra= to perform the testing and problems with the mechanical reliability or the existing ram, (b) difficulty in securing spare parts, such as gaskets for each assembly cover, necessary to eceplete the surveillance, and (c) time lost due to pickets and inclement weather.
