-*W'N Anendment No. 12 Attached are three signed originals and 19 conformed copies of Amendment No. 12 to the construction permit application for the Three Mlle Island Nuclear Station Unit 1.
This amendment is the Final Safety Analysis Report and is intended to replace in their entirety the Preliminary Safety Analysis Report in-cluding Amendments 1 to 11 and information transmitted to the Division of Reactor Licensing by letter.
There are also enclosed one signed and 20 conformed copies of Cer-tificates of Service of Amendment No. 12 on the chief executives of the township and county in which the facility is to be located.

- t, the Final Safety Analysis Report for the Three Mile Island Nuclear Station Unit 1.
The FSAR is submitted as a complete document. In the prepara-tion of this report, all previously submitted data as well as pertinent data resulting from the Public Hea-ing were considered. This document supersedes in their entirety the Three Mile Island Nuclear Station Unit 1 Preliminary Safety Analysis Report Docket No. 50-289 filed May 3,1967 as subsequently amended (Amendments 1 through 11) and the add $tional technical data submitted in the form of letters between Metropolitan Edison Company and the Division of Reactor Licensing of the Atomic Energy Commission.
Proposed Technical Specifications for incorporation in the FSU and operating license will be submitted by subsequent amendment, including proposed limits on radioactive discharges to tha environment during and as a result of plant operation.
This amendment also reflects a change in ownership of the project.
The Three Mile Island Nuclear Station Unit 1 is now jointly owned by Metro-politan Edison Company and Jersey Central Power & Light Company on a 75/25 1491 055 820
s basis. This change does not alter Metropolitan Edism Co=pany's full respon-sibility for the design, construction, operation and maintenance of this facility.
Prior to June 30, 1970, Applicant will submit an updated Appli-cation including material relating to the cost of Three Mile Island Nuclear Station Unit 1 and the Applicant's financial qualification.
