Dear Dr. Morris:

This is in reply to your letter of April 17, 1970 which listed the results of your preliminary review of the Final Safety Analysis Reporis filed as Amendment No.12 to our application for license for the Three Mile Island Nuclear Station Unit 1.

At a meeting with members of your staff on May 13, we discussed your letter of April 17 and we were informed that your staff would be prepared to fully discuss our FSAR in July or early August. With regard to the specific items in your letter of April 17 ve told your representatives the following:

1.

As noted in my letter to you of February 10, 1970, the design and testing information on the reactor building fan coolers vill be sub-mitted for your review during the third quarter of this year.' We expect to be able to discuss this information with your staff at the techni-cal review meeting to be held in July or early August.

2.

The proposed Technical Specifications vill be filed in the fall of this year. As suggested by your representative.s we vill follow closely the development of the technical specifications for the Oconee Nuclear Station in the prepara-

We erpect to file an amendment to the FSAR by July 1, 1970 which vill include:

a.

A report on the resultc of our scop-ing studies on failed-fuel detection alternatives; b.

A report on the iodine removal effi-ciency of sodium thiosulfate contain-ment spray solution; c.

References to Babcock and Wilcox topi-cal reports relating to fuel rod fail-ure mechanisms and analyses of the potential for xenon oscillations; and d.

References to those sections of the FSAR vhich respond to the ACES recom-mendations concerning the scram bus and the separation of safety and con-trol functions.

In accordance with the observations of.your staff representatives we vill observe closely the questions and ansvers relating to the nuclear steam supply system in the Oconee Nuclear Station licensing review process to determine their applicability to our faci-lity. As appropriate, we vill make revisions to our TSAR to reflect relevant issues iden-tified during the licensing review of the Oconee facility.
