SUMMARY
OF THE INDEPENDENT MEASUREMENTS CONTRACT MEETING WITH THE COMMON-WEALTH OF PENNSYLVANIA AND METROPOLITAN EDISON COMPANY On May 24,1977, reprcsentatives of the Commonwealth of Pennsylvania's Department of Environmental Resources, the NRC, and the Metropolitan Edison Company, met at Metropolitan Edison's Three Mile Island Obser-vation Center. The purpose of the meeting, called at the NRC's request, was to review the implementation of the NRC's contract with the Common-wealth of Pennsylvania that provides for the independent measurement of radioactivity in the environment around selected NRC licensed activities.
Under the terms of this contract, Metropolitan Edison's facility at Three Mile Island is an activity included in the contract.
The attend-ance list is attached as Appendix A to this Summary.
After stating the purpose of the meeting, the NRC representative gave the Metropolitan Edison representatives copies of the portions of the contract that were relevant to them.
The general provisions of the contract re noted.
In reply to a question from a Metropolitan Edison represent.ative, the NRC representative described how the contract would help ensure that environmental measurements would be traceable to the National Bureau of Standards.
The details of the sampling program itself were reviewed.
The Common-wealth and Metropolitan Edison Company were already sharing a common sampling location for airborne particulates and radioindine outside the Observation Center at Three Mile Island.
For direct radiation locations at the Observation Center, in Goldsboro, the Collins Substation and the Middletown Substation are being used. Control locations for airborne and for direct radiation are located in Harrisburg.
For waterborne activity a split of Metropolitan Edison's quarterly composite of the intake water for the City of Columbia will be made.
For milk, the Commonwealth and Metropolitan Edison now collect samples from the same farm and in the future will coordinate collection times. With respect to fresh vegetables, the purchase of these from a local supplier will 1469 202 7910290 h
