Dccket No. 50-239 Operating License No. EPR-50 Fer a letter dated recember 1,1976, you submitted a =cdel annual cperating report for our review and coerent. After a careful review of the preposed model, our Technical Specifications, and applicable federal regulations, we believe that the report cutlined in the attached page, which differs slightly from the propcsed model, better suits current requirerents.
Our annual cperating report Technical Specifications requirements are based on USNRC Regulator / Guide 1.16, Rev. L, which is the accepted guidance for these requirements in Standard Technical Specificaticns.
~herefore, we believe that cur propcsed cutline vill also be apprcpriate for otner facilities. Unless new guidelines or requirements are propcsed by the Commissicn on this subject, we intend to submit our 1977 annual Operating report using the attached format.
