THREE MILE ISLAND NUCLEAR STATION UNIT 1 (TMI-1)
OPERATING LICENSE NO DPR-50 DOCKET No. 50-289 Because of the uncertainties in the future availability of fuel reprocessing f acilities, Metropolitan Edison Company plans to increase the storage capacity of TMI-l spent fuel pool 'B' to prevent a shortage of space for storing spent fuel. The proposed method of accomplishing this increase is to install new storage racks with fuel assembly center-to-center spacing smaller than that which the present racks provide. These high density racks will utilize stain-less steel square tubes to maintain the required shutdown margin and support the fuel assemblies. The design concept and criteria for this modification are attached.
The proposed schedule for incorporation of the high density storage racks is also provided in the attachment. The basis for this schedule is the need for additional storage capacity by May 1977. After May 1977 there will not be sufficient storage capacity in the spent fuel pool to remove an entire core from the reactor should it become necessary or desirable.
It is desirable to have high density storage racks on-site as early as possible to minimize the vulnerable period following May 1977. A formal request for approval of the modification will be submitted in December 1976. NRC approval of the modifica-tion is requested by March 31, 1977. However, to insure that all NRC require-ments are included in the submittal, we request a meeting with appropriate mem-bers of the NRC staff during the week of November 1,1976, to discuss these requirements md the attached design concept and criteria.
