ENCLOSURE Metropolitan Edison Company Three Mile Island Nuclear Station Unit 1 (TMI-1)
Docket No. 50-289 Operating License No. DPR-50 Non-Routine 30-Day Report 75-03 Notification of Apparent Design Deficiency
- 1. Description of Deficiency During a period of extended power operation it was discovered that the slide bearing plates on one of the heated posts in the main steam support system (as described in Supplement 2, Part VI of the TMI-l Final Safety Analysis Report) were not making contact. This notification resulted from an alarm on the support electro-mechanical monitoring system. A gap of approximately 0.010 in, was measured between slide bearing plates on the heated post in question.
- 2. Corrective Action Upon discovery of the condition, a meeting was held between Met-Ed and its consultants to determine the maximum allowable gap. This maximum gap was calculated and determined to be 0.02749 in. A continuing program of weekly inspections was initiated to verify that the heated posts are linited to a separation not greater than 0.02749 in.
Long-term corrective action is underway as several system redesigns are being considered. Specifications for mechanical chock suppressors (snubbers), to include a load monitoring system, are being developed and bids will be solicited; however, it should be noted that mechanical snubbers of this size are not currently commercially available. There-fore, until such time as a redesign can be implemented, the previously described weekly inspection program will be continued to ensure that unacceptable conditions do not develop.
