This telegram is to confirm the conversatic'.bebeen.Bert Davis (Region 1-n MRC) and J. J. Colitz (tInit 1 Superintendent..Eree Milo. Island Nuclear Station) at 1650 hcurs on 27 August 1975.
The following re:crt is su!:c2itted in accordance with paragraph 1.8.d (page.1-6) of the Technical Specifications.
On August 27,1975 at C000 hours while placing various cessponents in the required pretest ecsitien for a periodic E. S. test, <. e valve : position indkatier, for Reactor riuilding Furg) Supply. Valve AH-V-ID indi cated that the valve was coc fully c1csed.
The operater atte:oted to open the valve, which is the rmuired pretest position, t:ut the valve did not fully open.
Re operator then closed the. valve by use of the close pushbutton and the valve fully closed.

It shculd be noted that on August 26. 1975 a Reactor Building Purge was terminatc'J at =2045. At this tica the AH-V-ID valve position indication showed. Sat the valve was not fully closed.
Valve position folicwing purge tc-.intien was physically verified by an operator who erroneously
. judged tat AH-VID was fully closed.
