I am pleased to respond to your letter of August 20, 1969, enclosing a letter rmm Mr. Wayne Harris requesting any mdifications, amndments, or reports relative to the James A. FitzPatrick nuclear power plant i

of another letter from Mr. Harris requesting the Preliminary Safcty Analysis F.eports and amendmnts for the 'Ihree Mile Island and Calvert Cliffs plants.

We have received a number of requests from Mr. Harris for infomation concerning mactor licensing cases, and to the extent of our ability we have attempted to be responsive. Applice.tions for construction permits and operating licenses, includirg their accompanying and amendatory data, generally consist of three to six volums which, with many technical drawings, designs, graphs, and projections of the proposed plant, may average more than 1200 pages. Because of their volum and high cost of pmduction, the Commission requims the filing of only such nunber as are needed to perfom an evaluation of the application and to be available for public inspection. For these reasons, we are not able to provide free copies of this material for public distribution.

Information on applications for nuclear power plant licenses, however, is made available for public inspection by the AEC in its Public Docu-rent Room at 1717 H Street, N. W., Washington, D. C.

application and amendmnts thereto may be obtained fmm the Office of the Secretary, U. S. Atomic Energy Comission, Washington, D. C. 205115 upon payment of the cost. of reproduction. s Honorable Frank Horton In an effort to make this information more readily available to people in the vicinity of the site of a proposed nuclear power plant, the AEC rade a rule char 6e this past spring to require that each applicant main-tain an up-to-date copy of its application available for public inspection in a place convenient to the site of the proposed facility. Copies o,f the Fitz?atrick application can be inspected at the Of10a of the County

Clerk, Oswego County, Oswego, New York.

In a further effort to provide this information to the public at a reasorable cost, we have worked ou* an arrangement with the Clearing-house for Federal Scientific and Technical Information, U. S. Depart-ment of Corrmerce, Springfield, Virginia 22151, to distribute copies of-applications and amendments thereto at $3 00 per full-sized volume and $0.65 per volume for a microfiche copy.

Many public libraries have microfiche readers available for use of the public. In Rochester, I understand that the University of Rochester Library has microfiche copies of selected applications as well as reading and reproduction machines. Mrs. Husson of the Microtext Department, Rush Rhees Library on the University of Rochester River Campus has said she would be pleased to answer specific questions concerning the service they can offer to the public. Mrs. Husson can be reached at the Library' on Area Code 716, 275-4468.

On August 4, 1969, we sent you a copy of our safety evaluation for the Three Mile Island Unit No. 1, which we understood was for Mr. Harris.

On August 19, we furnished your office with a copy of our safety evaluation for the Calvert Cliffs plant, but since I do not know that this was for Mr. Harris, I am enclosing another copy with this letter.

In reference to his letter to you dated September 4, 1969, we are preparing a letter to Mr. Harris which will provide him with information on the estimated release of radioactivity frcm the 'Ihree Mile Island and the Calvert Cliffs plants.
