_ NOTICE OF int iTION TO FILE PETITION FOR LEA \\ - TO INTERVENE t FILE OPPOSITION AND PARTICIPATE IN HEARING Petitioner, Friends of the Filipino People, hereby gives notice of its intention to file herein, on or before October 16, 1979, a Petition for Leave to Intervene, File Opposition and Participate in Hearing on Application No. XSNM0-1471 for uhe export of "3.6 enriched uranium" to the Philippines, constituting the " initial core and three reloads" for a proposed electric power plant nuclear reactor to be located at Morong, Philippines and on Application numbato XR-120 and XCOM-0013, respectively for the Reactor itself and component parts thereof.

Petitioner is a non-profit organization with national of fices in the United Methodist Building, 100 Maryland Avenue, N.E., Washington, D.C.

and rumbership chaptees in over twenty cities in the United States.

Since its founding in 1973, Petitioner has actively presented the views of American citizens concerned about U.S. governmental decisions affccting the Philippines and U.S.-Philippines relations. This activity has taken the form, inter alia, of liason with church and labor groups, research and publication of books and pamplets, and frequent presentati'n of testimony by Petitioner's members before Committees of the United St es Congress.

The submission of Petitioner., to be filed on or before October 16, 1979, includes a comprehensive statement of views on the matter pending herein by those Americans who have been long concerned with the effects of U.S. governmental decisions on the Philippines and on U.S.-Philippines relations.

In addition, Petitioner's submission will include a detailed Report of Findings and Affidavit by one of Petitioner's members who traveled in and around the proposed nuclear reactor site in the Philippines and investigated the safety and other aspects of this project. This member and the National Coordinator of Petitioner would both appropriately participate in the hearing to be held herein. The time nescessary for the preparation of this members Report of Findings and Affidsvit has occasioned the delay in formal filing by Petitioner until on or before October 16, 1979.

WHEREFORE, Petitioner hereby gives notice of its intention to file, on or before October 16, 1979, a Petition for Leave to Intervene, File Opposition and Participate in Hearing in the matter of the above captioned Applications a
