I, Kenneth S. Herring, being duly sworn, depose and state:
1.
I am a Structural Dynamicist in the Engineering Branch, Division of Operating Reactors with responsibility for the safety review of the structural and mechanical aspects of assigned nuclear power reactors.
- Prior to January 1979, my title was that of Applied Mechanics Engineer in the Engineering Branch, Division of Operating Reactors with similar responsibilities specified above.

A statement of my professional qualifications has previously been sub-. -
mitted in this proceeding, and, if called upon, I would testify as set forth therein with my title as modified above.

I have prepared this affidavit and I hereby certify that it is true and correct to the best of my knowledge.

As part of my duties as a Structural Dynamicist, I am the Staff's principh1 structural and mechanical reviewer for the proposed Trojan v
Control Building modifications.

A second round of structural questions (based upon review of respons,es

submitted in June and July 1979 to the first round questions) was trans-mitted to the Licensee on August 17, 1979 covering these and other unre-solved items.
Based on oral indications of intended responses to these questions cummunicated during subsequent conference calls between the Staff and Licensee, we believe that these matters would be satisfactorily resolved well before the date scheduled for SER issuance. However, formal-written responses received by.the Staff at a late date have failed to resolve these matters to our satisfaction and have, in some instances, raised additio,nal questions or concerns.
Because these matters stand unresolved and because additional information and analysis is required from the Licensee and must be evaluated by the Staff before resolution is possible, the Staff's SER, as of this time, is incomplete.
