Dear Mr. MacDonald:
On October 8,1973, Nuclear Fuel Services, Inc. submitted, in response to 10 CFR 71.51, for Commission review and approval a Quality Assurance (QA) program for radioactive material transport activities at the West Valley, New York facility.
That QA program was targeted at the primary radioactive material transport packaging in ese at West Valley; i.e., the NFS-4 spent fuel shipping cask. On April 6,1979, the Commission ordered the NFS-4 casks withdrawn from use pending a review of deviations from the design approval. On June 5,1979, the Commission requested additional information in order to continue their review of NFS' submittal of October 1978.
Because of both the uncertain timing on the availability of the NFS-4 casks and the minimal use of other radioactive material transport packages at West Valley, NFS has elected to follow the recommention of Section 71.51(d) and has modified the NFS QA program for operations at the West Valley site to include packaging of radioactive materials. The QA program for operations at the West Valley site has been implemented since 1974 and has been inspected by the NRC.
Attached are seven copies of the description of the modified QA program for Operations.
The comments and recommendations contained in your letter of June 5,1979 will be incorporated into a revision of " Quality Assurance Program for Certificate of Compliance Number 6693" and the revision, or an equivalent program, will be submitted for your review prior to reuse of the NFS-4 casks.
