To: The Nu ear Regulatory Commission Re: The Genoa Nuclear Power Plant, and petitions regarding such plant now before the NRC.

From: Thomas Peterson, a delagate to the most recent Dairyland Power Coop annual meeting.

Dear Sir,

I have just read an article in the Milwaukee Sentinel about the two petitions before the NRC. No mention of the petitions was made at our annual meeting last month, which points out some of the problems I as a delegate ellected from Eastman Township, Crawford County Wisc. have in understanding just what is going on at the Genoa Nuclear Power Plant.

In sbrt, we have to rely nearly totally on the managers of Dairyland and I personally do not believe that they paint an honest picture of what is going on at the' KABWR Genoa Nuclear Power Plant.

However, frca what I have gathered qbout the Genoa Nuclear Power Plant, It is not working anywhere near as well as the other Nuclear Power plants in Wisconsin (one of which is shut down right now) and that its design involdes continuous venting of radioactive gasses.

The lessons of Three tiile Island can be interpeded many ways. One un-avoidable way is that Nuclear Power Plants are indeed very dangerous and great care must be taken to insure that the very good plants continue to operate safely. But the plants that aren't very good? That is open to question. A plant that was shut down as much as R Genoa was can't be relied on in an emergency. A plant with as much trou?le as Genoa seems to a be an aggident major accident (event) waiting to happen. An event we can hardly afford.

Screwhere along the line you are going to have to close down a nuclear power plant. Accept that. They can't last forever, and some are not workingj very we&l now. There will be another major accident sooner or later. Let us hope for later. The best way to make it later is to shut down the one or two plants that really seem to have a potential for an accident.

I believe that the Genoa plant is one of these.

Perhaps the one.

Could you answer this question for me: Are there any nuclear power plants w still operating that have a worse history then Genoa's?

Please realize that if you shut this plant down that it will have little (compared to any other plant) impact. The plant is shut down alot anyway.

Also, Dairyland has a winter peak and has adan made no attempt as far as I know for serious load management. Particularly with electric heat during peak periods.

If there ever was a shortfall in power, it could probably be met with automatic load management.

If you want to impress the public thatt you are watching out for their safety, closing this power plant before a major accident is one way to do it.

fiore than that if you are watching out for public safety (that is one of your duties isn't it?) I think it must have become apparent that you should close down this power plant. Please. Lives may depend on it.

That sums up my views.

Ithink if you do your job you will be forced to agree with me.

I don't even know whether members of the public can make coment along this line, and have any effect.

I will be interested to read the transcript of your proceedings if I get a chance to get up to Lacrosse soon.

I espect to learn some things that the management never told us delegates (who presumably run the Coop) at the meeting.

I have been very busy lately, and don't know if I would get a chance to make a serious detailed coment since I assume you will base your e decision on rather technical data and probability guesses, but if such comment would be accepted, and might have an influence however minor, please let me know.
