Dear Mr. Keppler:

The following comments are addressed to technical procedures at the Kerr-McGee West Chicago facility as outlined in the August 16, 1979, Office of the Illinois State Attorney General letter to you.

Air Monitoring:

A total of six fixed air sampling devices will be placed around the perimeter of the site.

Four will be on site and two will be placed in the residential area; one to the east and one to the west of building 9.

A movable seventh air sampler will also be used to monitor the down-wind environment.

Surface Runoff: Runoff from the factory site into the storm sewer will be sampled when runoff is present.

Samples will be analyzed for gross alpha, chloride ions, sulfate ions, pH and total solids.

Surface Runoff Contingency: In the event runoff analyses reveal parameters that exceed gross alpha calculated as natural thorjum as specified in 10CFR20 or appropriate Illinois Pollution Control Board limitations, the outlet to the storm sewer will be blocked and further runoff will be collected in the basin previously used to retain process waste and thence pumped to the ponds on the dis-posal site.

Nonradioactive Chemicals: All chemicals on site have been inventoried (see attach. 1) and with the exception of the liquid contained in the process intermediate storage area within building 9, all chemicals at the Factory Site have been labeled and moved to a safe storage 1ccation within building 21.

All chemicals on the disposal site are being moved into 1 lding 19 for storage.

The process int.rmediate storage area was originally designed specific-ally for the storage of acid tanks.

It is a depressed area lined and walled with concrete to contain accidental spills.

During the period of inactivity since plant shutdown, water, which is slightly acidic, has collected in this basin.

The area also contains an elevated vat of unknown process intermediate liquid.

There is essentially no danger of any of this liquid escaping this de-pressed and walled area.

All chemicals will be disposed of in strict compliance with federal, state and local regulations and requirements.

If clarification or additional information is required, please advise.
