Thank you for your letter of September 11, 1979.
It is unfortunate that my response of August 22, 1979 to Mr. Michael J. Grant of the Suffolk County legislature may have been misinterpreted by some of the local news media.
As you correctly note, my letter to Mr. Grant was only intended to respond to his inquiry and indicate that the NRC Rules of Practice do not draw any distinction between a " neutral Intervenor" and an opposing or supporting Intervenor.
It was not intended to either supplement or challenge your advice to the County.
I am hopeful that any impressions to the contrary may be quickly laid to rest.
