Dear Governor Atiyeh:

I concur with your June 29, 1979 appraisal of Mr. Michael Grainey.

He is a dedicated public servant and throughout his career with the Federal Govern-ment has demonstrated the capabilities to which you refer.

I am pleased that Mr. Grainey has made positive contributions to the Oregon Department of Energy's program.

As a result of the accident at Three Mile Island, NRC is engaged in a critical self appraisal of the regulatory program to protect the public health and safety. A number of task forces and special investigations are underway, both within and outside the agency and support for these activi-ties is currently straining our manpower resources.

Consequently, we are unable to extend Mr. Grainey's Intergovernmental Personnel Act (IPA) Assign-ment for another year.

If in the future you believe that an IPA Assignment from the State of Oregon to the NRC should be arranged, please let me know.

We continue to support the IPA program and believe that it makes an important contribution to Federal-State governmental relations.

I look forward to a continuation of the good relationship we have with the State of Oregon and trust that you understand the reasons for my decision.
