PRELIMINARY NOTIFICATION 8fd February 9, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-24 This preliminary notification constitutes EARLY notice of event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:

MEETING WITH ALLEGER Representatives of Region III (Chicago) are meeting February 9,1979, in Cincinnati, Ohio, with an alleger who submitted allegations in August 1978 about the cable trays installed at the Zimmer Nuclear Power Plant, now under construction near Moscow, Ohio.

The meeting was scheduled at the request of Mr. Edwin Hofstadter, the alleger, Mr. Michael Bancroft, an attorney with the Public Citizen Litigation Group.

The pu. pose of the meeting is to review the scope and findings of the investigation.

Mr. Bancroft and Mr. Hofstader have expressed concerns that tte Region III investigation was not sufficiently broad to identify all quality assurance deficiencies at the Husky Products, Incorporated, supplier of the cable trays.

Mr. Hofstadter is a former Husky employee.

Mr. Hofstadter's allegations related to the strength of the sheet metal used in the fabrication of the trays and the qualifications of the welders fabricating the trays.

The Region III investigation found that the trays met the strength specification.

One item of noncompliance, involving welder qualification and weld procedure qualifications, was identified; however, it was concluded that the integrity of the cable trays was not affected.

Mr. Bancrof t has also invited other interested persons to attend the meeting, including representatives of Citizens Against a Radioactive Environment (CARE); a Cincinnati City Councilman, and news media repre-sentatives.

The meeting was announced in a recent story in a Cincinnati newspaper.

The licensee was not invited, but is aware of the meeting.

This PN is being issued because of expected local media coverage of this issue.
