Dear Mr. Grier:
On July 30, 1979, the Office of Inspection and Enforcement issued IE Bulletin No. 79-16 which deals with plant security requirements.
The bulletin specifies that facilities with operating licenses must respond to its contents, in writing, within 45 days of issu-ance.
Subsequently, members of the Office of Inspection and En-forcement requested that LILCO address this bulletin as if shoreham was an operating plant.
Presently, the Shoreham modified amended Physical Security Plan is under review by the Office of Nuclear Reactor Regulation.
The subject of Vital Area access control has been duly addressed within this document as required by NUREG-0220, " Interim Accept-ance Criteria for a Physical Security Plan for Nuclear Power Plants."
It is, therefore, assumed that during the course of NRR review those areas specified in IE Bulletin 79-16 will be fully evaluated and satisfactorily resolved prior to final Security Plan approval.
The aforementioned response has been discussed with Mr.
R.
Clark of NRR.
