This refers to the telephone conversation conducted by Mr. E. C. McCabe and Mr.
T. F. Stetka of this office and with yourself, Mr. L. Clark, and Mr. E. Karaian on September 5,1979, about the disregard of your radiation protection procedures by a member of your staff during an NRC inspection conducted at your facility on August 29-31, 1979.
Based on the results of this conversation, it is our understanding that you will take the following actions:
1.
Implement, by September 10, 1979, an ongoing and documented program which effects prompt admonition and reinstruction of violators of radiation safety precautions, which suspends the unescorted access authorization of repeat offenders until complete retraining is effected, and which permanently revokes the unescorted access authorization of violators whose lack of adherence has not been corrected by the prescribed reinstruction and retraining.
2.
Include, in your ongoing training, specific retraining in the importance and mandatory nature of radiation safety precautions with emphasis upon the access restrictions which will result from failure to adhere to radiation safety precautions.
3.
Submit, by September 28, 1979, a written report to this office describing the measures instituted to effect compliance with this letter and confirming the implementation of those measures.
