Dear Ms. Weiss:

This is in further response to your letter dated April 6,1979, in which you requested, pursuant to the Freedom of Information Act, communicsi' ans between Three Mile Island personnel cnd NRC, between various NRC offices, and the log books of the Licensing and Operating Project Managers for Three Mile Island.

The document listed in Appendix A to this letter is being placed in the NRC Public Document Room,1717 H Street, N.W., Washington, DC.

Portions of document 1 of Appendix B are being withheld from public disclosure pursuant to Exemptions (7)(C) of the Freedom of Information Act (5 U.S.C. 552(b)(7)(C)) and 10 CFR 9.5(a)(7)(iii) of the Commission's regulations, because disclosure of the information would constitute an unwarranted invasicn of personal privacy.

Portions of document 2 of Appendix B have been deleted in order to protect the personal privacy of the individuals involved.

The deleted information consists of home telephone numbers or home addresses, wnicn represent approximately 95% of the deletions; the names of private citizens (where other perscaal information is involved); the names of individuals who may have been exposed to radiation; and the names and other personal information concerning reactor operators where that information is directly associated with their operator examination test scores Because disclosure of the information would constitute a clearly un.<arranted invasion of personal privacy, it is being withheld from public disclosure pursuant to Exemption (6) of the Freedom of Information Act (5 U.S.C. 552(b)(6)) and 10 CFR 9.5(a)(6) of the Commission's regulations.

The non-exempt portions of Appendix B documents have been placed in the PDR.

Pursuant tn 10 CFR 9.9 of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure, and that its production or disclosure is contrary to the public interest.

The persons responsible for the denial of portions of document 1 of Appendix B are the undersigned and Mr. David G. Flanders, Chief, Freedom of Information-Privacy Acts Branch, Federal Bureau of Investigation.

The person responsible for the denial of portions of document 2 of Appendix B is the undersigned.

These denials may be appealed to the Commission's Executive Director for Operations within 30 days from the receipt of this letter.

As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations, U.S. Nuclear Regulatory : ommission, Washington, DC 20555 and should clearly state on the cryelope and in the letter that it is an " Appeal from an Initial FOIA Dec4 ion.'

In a telephone conversation with Ms. Carol Ann Reed of my staff on September 21, 1979, you stated that at this time you are not interested in the documentation originated by the project manager for Unit 2 during the period March 29, 1974 to May 30, 1975 concerning his telephone conversations regarding the plant.

We cannot locate any other records subject to item 6 of your April 6,1979 letter.

This completes action on your request.
