Dear Ms. Eytchison:

Your mailgram of June 27, 1979, to Mr. Harold Denton, concerning the c,.. crete in the base mat at Wolf Creek, has been referred to me for ~a reply.

In your mailgram, you request that we not apprc <e construction of the Wolf Creek reactor (building) without further tests on concrete (in the base mat).

At the time you sent your mailgram, there was no construction in progress in the reactor building due to a voluntary hold the utility had imposed since December 1978 until the matter of the base mat concrete could be resolved. During the time that construction was on hold, the utility performed additional tests and analyses for the base mat to demonstrate that the mat does meet the previously approved design criteria for the reactor building.

In addition, the Corps of Engineers performed an independent analysis of the base mat concrete at our request.

We have now completed our evaluation of the tests and analyses performed by the utility and the Corps of Engineers and the results of our evaluation are discussed in a document, dated July 12, 1979, which has been made available to the public.

Wa are enclosing a copy of this doctnent for your information. As stated in the d6cument, we conclude that the base mat concrete strength has not retrogressed, that the strength of the base mat meets the original design criteria in the Wolf Creek PSAR, and that the mat will withstand the specified design loads and loading combinations without impairment of its st uctural integrity or its safety function.
