50-260 In accordance with the provisions of 10 CFR Part 50.59, we are enclosing 40 copies of a requested amendment to licenses DPR-33 and DRP-52 to change the technical specifications of Browns Ferry Nuclear Plant units 1 and 2 (Enclosures 1 and 2 respectively). The proposed amendments request changes in the technical specifications to accommodat reload 3 cycle 4 operation t.' unit 1 and to clarify several ambiguous specifit.ations now existing la units 1 and 2 technical specifications.
Also enclosed are 40 copias 0; the justification for the proposed changes which acconunodate the unit i riload as addressed in NEDO-24209 (Enclosure 3).
TVA now plans to shut down unit 1 on De: ember 3, 1979, to begin the refueling outage and to restart on January 19, 1980. In order to avoid impactirag the scheduled startup, we need your approval of the enclosed proposed changes by January 4, 1980.
In accordance with the requirements of 10 CFR Part 170.22, we have determined these proposed amendments to be Class III for unit 1 and Class I for unit 2.
These classifications are based on the facts that the proposed amendment i
for unit 1 involves a single safety issue which does not involve a significant hazard consideration and the proposed amendment for unit 2 is a duplicate of a portion of the unit 1 proposal. The remittance for $4400 ($4000 for unit 1 and $400 for unit 2) is being wired to the NRC, Attention: Licensing Fee Management Branch.
