3-LPL 12062 Q-3-A35.02.01 Mr. K.V. Seyfrit, Director U.S. Nuclear Regulatory Commission Office of Inspection & Enforcemant Region IV 611 Ryan Plaza Drive Suite 1000 Arlington, Texas 76012 SJBJECT: Waterford SES Unit 3 Docket No. 50-382 Potentially Reportable Incident No. 21

" Pressure Transmitter Lift-Off Voltage"

Dear Mr. Seyfrit:

The subject deficiency describes a lif toff-voltage problem for Rosemount 1153A transmitters.

The device will not start up for certain combinations of g.: supply voltage, zero suppression, ambient temperature, etc.

In Waterford SES Unit No. 3 applications, the voltage provided to the current loop of the transmitter is 40 volts dc.

Since the liftoff-voltage problem does not occur if the power supply voltage exceeds 30 volts, we do not believe that this failure is a reportable deficiency under 10CFR50.55e.

Yours very truly, D.L. Aswell DLA/TFG/ys cc: Director Office of Inspection and Enforcement U.S. Nuclear Regulatory Commission ll}J C
