Dear Mrs. Perkins:
Thank you for your letter of August 28, 1979 to Mr. Harold Denton which has been referred to me for response. Your letter forwards a copy of the resolu-tion adopted by the West Feliciana Parish Police Jury on August 21, 1979 regarding the River Bend Nuclear Station. This resolution notes its belief that it would be in the public interest for the management personnel of Gulf States Utilities to reside in St. Francisville, Louisiana because such proximity to the River Bend plant would provide for efficient and safe management and control. The resolution, therefore, asks that Gulf States Utilities be urged to locate its management personnel, including their home' and residences, in the Town of St. Francisville.
The Nuclear Regulatory Commission, of course, has no jurisdiction of such matters as where an individual chooses to reside or where a utility management facility should be located. We do evaluate the ability of a utility to respond in a timely manner to emergency situations, which includes assurances that key emergency personnel are present or available as needed. Our investi-gations of the March 28, 1979 accident at Three Mile Island, Unit 2, include further review of the adequacy of our existing requirements to this end, and additional requirements aimed at providing still further assurance of the presence of key emergency personnel are under consideration at this time.
However, such assurance does not and need not require management personnel to reside in close proximity of the plant site, but rather is dependent upon such factors as organizational structures, procedures, number of personnel and shifts., communication facilities, etc. Our review of the Final Safety Analysis Report for the River Bend plant will include these aspects, plus any additional requirements as may result frcm our ongoing investigation of Three Mile Island.
