Method of Shipment - All shipcaants shall be via First Cicss Mail C. All documents to be delivered by the Contractor to the URC shall be afforded the degree of packaging (preservation and packing) required to prevent : deterioration and/or damages due to hazards of shipment, handling, and storage and to insure dafe delivery at destination.
ARTICLE V - PAY"EUT Payment shall be made in accordance with Clause 2 of the General Provisions Entitled " Payments" as soon as practicable af ter each job upon acceptance of the work and upor submission by the Contractor of Vouchcr(s) in a form satis-factory to the Contracting Of ficer, provided, bewever, that said payment (s) shall not be deemed to prejudice any rights which the Government :.ay have by law or under other provisions of this contract.

'VI.2 C0::TRACTING OFFICER'S AUTHORIZED REP 355E::TATI'!E (COAR)
Perfor ance of the work hereunder ~shall be subject to the technical instructions iscued by the U.S. lluclear Regulatory Ccmmission.
The technical instructions sha'.1 be signed by the COAR.
The C0AR is responsible for:
(1) monitoring the Contractor's technical progress, including the surveillance and assessment or performance and reco:rr.ending to the Ccntracting Officer changes in requirement; (2) interpreting the statement of work; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances requireJ by this contract; (5) assisting the Contractor in the resolution of technical problems encountered during performance.

~Hithin the purview of this authority, the CGAR is authorizcd to approve payment vaunchers for supplies / services recuired under the contract.
The Contracting Officer is responsible for directir.g or negotiating any changes in terms, conditions, or amounts cited in 'the contract.

For guidance from the C0AR to the Contractor to be valid, it must:
