Dear Sir / Madame:

I would like to submit my contentions why I am opposed to the construction of the nuclear plant at Allen's Creek (Wallis), Texas.

1.

First and foremost, my children. My wife and I have three year old twins and I am extremely concerned about the possible side effects of a nuclear plant being so close to our home and schools. We live in Simonton, Texas, across the Brazos River from the proposed site and I am extremely worried about the possible side effects of a nuclear plant. Additionally, my wife and I have contemplated having additional children and I consider a nuclear plant a serious threat to our future children.

2.

Our porperty values. We have worked hard for our home.

A nuclear plant so close to our home would significantly decrease the value of our home and property.

If you were transfered to Harrisburg, Pennsylvania, would you buy a home near Three Mile Island?

3.

The Houston Lighting & Power (HL&P) final environmental statement sub-statially falls short of the population trends that are developing in this comunity.

For example, HL&P projects for Ft. Bend County for the year 2000 145,000 people, whereas the Houston-Galveston Area Council (HGAC) projects a population of 280,498.

HL&P has underestimated the population significantly.

4.

Additionally, harris County is expected to have a population of 3,492,637.

This growth should raise serious questions about the location of a nuclear plant near such a large population center.

5.

Our home is in the Hundred Year Flood Plain.

If HL&P has a large cooling lake the risk of flooding is increased.

I would recommend that HL&P con-sider additional construction at their Bay City plant.

6.

For these reasons and many more technical reasons, I respectfully submit these contentions.

Please keep me infontied.

,r Sincerely, m

Gj' V Peter J. Durkin 7910000 Q g
