This letter is in response to your request for information regarding our plan of actions and schedule for implemen'.ing items listed in Reference (2) above as discussed with members of your sunff.
A current copy of DOT (49 CFR 100-199) and NRC (10 CFR 71) regulations, and a current set of license requiremencs for Chen-Nuclear burial grounds in South Carolina is being maintained. These items we.re verified in an audit performed on August 20 and 21, 1979.
By memo dated September 5, 1979, an individual was delegated responsi-bility for the CNFP radioactive materials transportation program. 'Ihis assignment includes the review of all applicable regulations governing ship-ments of radioactive material, the auditing of procedures and practices impacting on radioactive material shipments, and the training of appropriate plant personnel in shipping requirements.
Management-approved operating procedures for transfer, packaging, and transport of low level radioactive material are presently available. The procedures have been audited and necessary changes are presently being con-sidered for incorporation.
Training in applicable DOT requirements for shipping papers, labeling, and placarding was given on 4/26/79 and 6/28/79. Additional training 1116 791 00PY y-The Babcock & Wilcox Company / Established 1867
Babcock &Wilcox Mr. J. P. O'Reilly Page 2 September 21, 1979 in DOT and NRC requirements and Chem-Nuclear waste burial license requirements is expected to be completed by the end of December.
Appropriate personnel will receive training in operating procedures covering the transfer, packaging, and transport of radioactive material. Necessary retraining will be done as new or revised requirements and procedures are issued, with training records maintained for future reference.
A periodic audit has been established by the individual responsible for the CNFP radioactive material transportation program.
The first of these audits was completed in September and fulfills Item 8 of the IE Bulletin referenced above.
