Dear Comissioner McGlynn:
Thank you for your letter of July 19, 1979 to Chairman Hendrie expressing your individual views concerning the econcmic impact on New Jersey rate payers of the c-ission's decision to conduet public hearings prior to restart of Three Mile Island Unit 1.
Chairman Hendrie is unable to respond to you pe*sonally on this natter because the case is now in the adjudicative process.
As you probably are aware, the b4 esion, on August 9,1979, issued an order in the matter of Three Mile' Island, Unit 1 specifying the be for its concerns that it lacks the requisite reasonable assurance that the facility can be operated without endangering the health and safetir of the public.
We are enclosing a copy of the August 9th Crder for your information.
'Ihe Comi.2sion appreciates your concern for the economic implications associated with the shutdown of TMI-1 and 2, just as you share the Comission's concern for safety in nuclear plant operation.
The c h 4=sion has expressed its concern by instructing the Board to emplore all opportunities to shorten the time limitations provided in the rules, pursuant to 10 CFR 2.611, and by directing the Board to give priority to the consideration of matters relating to the need for continued suspension of operating authority. We believe that the attached Order addresses some of the concerns which you have raised and is in keeping with the Comriission's primary commit =ent to a fair and thorough hearing and decision.
