SEP 171979 Mr. Charles Butler P. O. Box 435 Durango, Colorado 81301 Dear Mr. But.h.
Thank you for your August 9,1979, letter requesting information on licensing requirements for proposed uranium recovery activities.
In response to Item A of your letter, a license from the Nuclear Regulatory Commission (NRC) would be required, if at any point in the process the uranium in the ion exchange medium, or in any chemical mixture, compound, or solution is by weight equal to or greater than 0.05 percent of the medium, mixture, compound or se'.ution.
Regarding Item B of your lctter, there is no specfic regulatory guide for a facility designed to strip uranium from resin beads and then recover uranium by conventional precipitation and drying methods.
Depending on the size of such a facility and the amount and fate of waste solutions produced, the following documents (copies enclosed) may provide guidance.
1.
~tegulatory Guide 3.8 " Preparation of Environmental Reports for Uranium Mills" 2.
Regulatory Guide 3.5 " Standard Format and Content of License Applications for Uranium Mill" 3.
Suggested Contents of Applications for Licenses Authorizing Small Scale or Research and Development Processing of Uranium Ores I would be happy to give you mere specific guidance if you provide me with the following additional information:
the plant size, the yellowcake production rate, and a basic description of the process circuit and waste streams (quantity, form, and ultimate deposition).
If I can be of further z.ssistance please do not hesitate'to call (301-427-4103) or write to me.
Sincerely, M
le J John J. Linehan, Section Leader Operating Facilities Section Uranium Recovery Licensing Branch Division of Waste Management
