Dear Mr. MacDonald:

Reference is made to our letter of September 11, 1979, which for-warded an updated copy of the Safety Analysis Report for the Model No. HN-200 cask, and HNDC Drawing #C001-5-9200 Rev.

G.

This letter requested that the drawings and selected sections of the Safety Analysis Report be withheld from public disclosure in accordance with Title 10 CFR 2.790.

It was further requested that the current Certificate of Compliance be extended, as required, to permit review of the updated Safety Analysis Report.

It is understood from the September 20, 1979, telephone conversation, (C.E.MacDonald, NRC and C.W.

Mallory), that the handling of information as proprietary may delay a certification

action.

In order to expedite action on this matter, ENDC proposes the following:

1.

Attached are eight copies of Hittman Nuclear & Development Corporation Drawings #C001-5-9200, Rev. H, (sheets 1 through 3), which are not stamped proprietary.

It is requested that these drawings be included in the extension to the current certification in lieu of the drawings currently listed in Section 5(a)(3) of the certification.

The new drawings reflect the current "as built" configuration of the cask.

The differences are nonstructural and generally pertain to canning added to the cask for weather protection.

The numbers on the KNDC drawings have been changed for administrative reasons.

The following new drawings replace those cited in the current certification.

New Old C001-5-9200 Sheet 1 (Rev. H)

HN4301-E-200D Sheet 3 C001-5-9200 Sheet 2 (Rev. H)

HN4301-E-200D Sheet 4 C001-5-9200 Sheet 3 (Rev. H)

HN4301-E-200C Sheet 6 Drawings HN4301-C-202, EN4301-C-203, and HN4301-C-204 listed in the current certification are drawings on alternate inter-nal packaging configurations the need for which was elimin-ated in the second revision of the certificate issued July 10, 1979.

One copy of the current certi11 cation and currently applicable drawings are attached for your information.

It is requested that the $150 forwarded by our letter of September 11, 1979, be used as the fee for extending the M4, Certificate of Compliance based on the "as built" drawings pl noted above.

HNDC still desires to protect a portion of the design of this cask from public disclosure.

This will be limited to the analysis of impact shield.

A revised Safety Analysis Report will be provided which will include the results of this analysis but not the details relative to-the method of analysis.

This revised safety analysis report will not be considered proprietary.

5.

A proprietary supplement to the revised Safety Analysis Report will be provided which will include the details of the impact shield analysis.

6.

The revised Safety Analysis Report and the proprietary supplement will be forwarded with a new affidavit which will request only the supplement be withheld from public disclo-sure in accordance with Title 10 CFR 2.790.

7.

A second check in the amount of $150 will be forwarded with the revised Safety Analysis Report to cover the Nuclear Regulatory Commission review of this report.

It is respectfully requested that the extension of the current Certi-ficate of Compliance be issued as soon as possible to assure continuity of operations and to provide conformity of the supporting documentation.

If you require further information, it will be furnished upon equest.
