MEMORANDUM By letter of September 7,.1979, Paul.Carrick of Camp Hill, Pennsylvania submitted his "ap' plication" for " participant status" in this proceeding.
The application satisfied most but not clearly all of the elements of a petition for leave to intervene under 10 CFR 92.714.
Therefore I telephoned Mr. Carrick today to determine whether his application was a petition to intervene as a party or a request for participation by a person not a party under 52.715 of the regulations.
I explained the major differ-ences between the two approaches and Mr. Carrick stated that he wishes to participate in the manner provided under $2.71S(a).
