This letter constitutes a follow up formal request for consuication with

the U. S. Fish and Wildlife Service, Department of the Interior, and the assistance of the Service as required by the 1973 amendments to the Endangered Species Act. This action is taken with respect to the Portland a

General Electric Company et al. application to construct and operate the f

2-unit Pebble Springs 'lucTeaFPlant at a site near Arlington, Oregon. Thist

application is now pending before the Cormiission.

There is an extensive record of prior HRC/Fl.'S consultation for this f

project, including the presentation of testimony by FUS staff member

Richard Giger at t!RC evidentiary hearings held in January,1977. An important result of this consultation was the development and approval 14; of a progran of preconstruchan ecological studies for the Pebble Springs

site. Results of this nonitoring program were transmitted by the applicants

.W to the NRC and the FWS in July,1978. A supplemental report, covering 33 salmonid smoltr, long-billed curlews and raptcrs was transmitted in W

April, 1979. Fhd copics were addressed to Mr. Giger.

cQ In compliance with Section 7(c) of the recently amended Endangered Species Act, (Public Law 95-631, November 10,1978, 92 STAT. 3751-3767),

information available from the Departnent of the Interior on the presence e

of listed or proposed to be listed endangered or tnreatened species in

.a the area of the Pebble Springs site. Copies of the applicant's Environ 1

mental Report, the staff's Environmental Statenent, hearing transcripts 7%~

and monitoring reports are already in your possession.
