POTTHOFF III" On May 25, 1979, Mr. Potthoff filed a document entitled "New Contentions", two weeks after the period for such submittals lapsed. This late supplemental pleading contained information with respect to his Contentions I &

II dealing with tornado winds. Petitioner has now " amended" these contentions.

In the amendment to Contention I, Petitioner noted that the tornado tangential and translational veloc-ities listed in Table 3.6-5 of the Allens Creek Preliminary Safety Analysis Report (PSAR) are 300 mph and 60 mph while Regulatory Guide 1.76 lists the tangential and translational speeds of a design basis tornado in Texas as 360 mph and 70 mph. Petitioner has uncovered an editorial error in the Allens Creek PSAR, but has not established a basis for his contention. Both PSAR Section 3.3.2 entitled " Tornado ~

Loadings" and Allens Creek Regulatory Guide Position 1.76 in PSAR Appendix C state that Allens Creek will be built to the design basis tornado parameterc described in the guide for Texas, including a 360 mph tangential and 70 mph trans-lational velocity. Table 3.6-5 is a comparison of ACNGS design parameters with other BWRS.

As such, it has no inde-pendent significance, but will be corrected in the neyi PSAR amendment.

With regard to amended Contention II, Mr. Potthoff simply restates his demand that the ECCS be operated "by air pressure, hydraulic means, or mechanically." Petitioner apparently feels that an ECCS operated by such means is more reliable, but fails to show any basis for such an assertion and fails to allege in what way the proposed ECCS design will not meet applicable regulatory requirements. 10 C.F.R 550.46, Appendix K. Consequently, the contention should be denied.
