Mh h72 Appendix A NOTICE OF VIOLATION Northern States Power Docket No. 50-282 Docket No. 50-306 Based on the inspection conducted on July 12-13 and 17, 1979, it appears that certain of your activities were in noncompliance with NRC require-ments, as noted below.
Items 1 and 2 are infractions.
1.
Environmental Technical Specification 2.4.3 requires that the contents of the neutralizing tank shall be controlled so that discharges from the tank shall have a pH value of not less than 6.5 nor greater than 8.s Contrary to the above requirement, on March 25, 1979, a neutralizing tank batch was released with a pH of 3.34 at 27 C.
2.
Environmental Technical Specification 3.3 requires that the contents of the traveling screen shall be removed at least once per seven-day period and all fish lost shall be counted and identified in the Annual Environmental Monitoring and Ecological Studies Program report.
Contrary to the above requirement, the licensee failed to count or report the number of fish lost during the second and fourth weeks in January 1978 in the Annual Report.
